The Norwegian Minister for International Development Erik Solheim congratulates the People of Nepal on their remarkable achievements during the past year.

The April revolution put an end to the King's rule, and started a successful process leading up to the formation of the interim eight party government three weeks ago. In November 2006 the Comprehensive Peace accord was signed between the Government and the CPN-maoists. In January this year an interim constitution was agreed upon and an interim parliament formed.

-Even though the process towards peace and democracy is taking longer time than expected, you have been able to keep the process on track, says Solheim. He expresses the hope that the anniversary of the Janaandolan II will focus on the achievements, rather than the challenges facing Nepal.

The next crucial milestone in the peace and democracy process is the Elections to a Constituent Assembly. Minister Solheim notes that the Election Commission has already done a lot of the ground work needed, and that the eight parties are in the process of finalising the preparations for the elections.

-Take the time needed to organise and hold the elections, and ensure that the people of Nepal can participate in free and fair elections, stresses the Minister.

-The process you have conducted so far is very successful, and a possible postponement of the election day will not change this. But, I encourage you all to make sure that the days and months leading up to the elections to the Constituent Assembly is used to include and engage people all over the country in shaping the new peaceful and inclusive democracy of Nepal!
